Deep Look: G7 Diplomats Confront Trade, War, and Trump Tensions in Canada

Top foreign ministers from the Group of Seven (G7) nations have gathered in southern Ontario this week, with pressing global challenges on the table and diplomatic strains rising—particularly between Canada and the United States. The high-level meeting, set in the scenic town of Niagara-on-the-Lake, is framed by tensions over defense budgets, trade disputes, and diverging stances on global conflicts.

Hosted by Canadian Foreign Minister Anita Anand, the summit includes diplomats from the U.S., U.K., France, Germany, Italy, Japan, and the European Union. U.S. Secretary of State Marco Rubio is attending, bringing with him the weight of President Donald Trump’s increasingly contentious policies.

Rising Friction Between U.S. and Canada

Despite the friendly tone of diplomatic gatherings, the relationship between Canada and its southern neighbor has been under pressure. President Trump’s renewed push for tariffs on Canadian imports and his provocative demand that NATO allies spend 5% of GDP on defense have ignited fresh tensions.

Canada and Italy remain the furthest from meeting the 5% target. Still, Anand confirmed that Canada aims to reach that benchmark by 2035.

Anand acknowledged the ongoing friction in an interview with the Associated Press. “Every complex relationship has numerous touch points,” she said. “On the trade file, there is continued work to be done — just as there is work to be done on the numerous touch points outside the trade file.”

Trump’s decision to end trade talks with Canada earlier this year was reportedly triggered by an Ontario government anti-tariff ad campaign aired in the U.S., which he found offensive. Although Canadian Prime Minister Mark Carney issued a formal apology and signaled readiness to resume negotiations, a restart has yet to happen.

Global Conflicts Take Center Stage

Beyond trade, global conflicts dominate the summit’s agenda. A key point of discussion is Trump’s controversial ceasefire proposal in Gaza. Anand said the peace plan “must be upheld” and emphasized the importance of working toward long-term stability in the Middle East.

Rubio has tasked Anand with playing a role in rallying nations around the ceasefire initiative, including helping organize a future Gaza reconstruction conference. “We’re tackling a range of critical issues with one main focus: putting the safety and security of Americans FIRST,” Rubio declared in a social media post.

Ukraine remains another pressing concern. Early Wednesday, G7 ministers will meet with Ukraine’s foreign minister. In advance of that meeting, British Foreign Secretary Yvette Cooper announced a new $17 million aid package to help Ukraine repair energy and water systems as winter sets in and Russian attacks intensify.

“Putin is trying to plunge Ukraine into darkness and cold,” Cooper said. “But this funding will help Ukrainians keep the lights on.”

Canada, too, has pledged similar support, reinforcing its firm position on ending the war and holding Russia accountable.

Diverging Views on Palestine Recognition

Another area of disagreement among G7 members is the recognition of a Palestinian state. Britain, France, and Canada have taken steps to recognize Palestine even in the absence of a final peace agreement. That position diverges sharply from the Trump administration’s approach, which has prioritized Israeli security and limited engagement with Palestinian leadership.

These contrasting approaches to Middle East diplomacy have fueled debate within the G7 and may further complicate efforts to coordinate a unified peace strategy.

Expanding the Table: Non-G7 Guests and Strategic Issues

This year’s summit also includes foreign ministers from non-G7 nations such as Australia, Brazil, India, Saudi Arabia, Mexico, South Korea, South Africa, and Ukraine. Anand said the goal is to create broader international dialogue on issues ranging from regional security to economic resilience.

Rubio, according to U.S. officials, plans to engage with several of these leaders on matters like maritime security, the crises in Haiti and Sudan, supply chain improvements, and access to critical minerals.

For Canada, national priorities include Arctic security, stabilizing Haiti, and protecting access to strategic resources. The country has identified 34 critical minerals deemed vital for technologies ranging from smartphones to military jets, and the U.S. Department of Defense is actively investing in securing those supply chains.

A working lunch on Wednesday will focus specifically on energy security and the importance of critical minerals to national defense and economic growth.
