WASHINGTON — August 25, 2025President Donald Trump has escalated his controversial deployment of federal forces by authorizing some National Guard units in Washington, D.C. to carry firearms, including both handguns and rifles. The move marks a significant shift in the administration’s crackdown on urban crime, setting off alarms among civil rights groups and Democratic city leaders.

The Defense Department confirmed the authorization, though only select units engaged in “certain missions” will be armed. These include Guard members assigned to patrol high-risk areas and establish law enforcement presence throughout the capital. Troops serving in administrative or logistical roles will reportedly remain unarmed.

A spokesperson emphasized that strict rules of engagement are in place: weapons may only be used in response to “an imminent threat of death or serious bodily harm.”

On Sunday, AP photographers observed armed members of the South Carolina National Guard stationed outside Union Station, signaling the first visible implementation of the directive issued late last week.

Military Presence Stokes Tensions

The sudden presence of armed troops patrolling residential and business districts in D.C. has spurred sporadic protests. While some neighborhoods remained eerily quiet, videos circulated on social media showing detainments and arrests near federal buildings and transit hubs.

The deployment forms part of Trump’s broader campaign to override local law enforcement, a move he has hinted will soon expand to other Democrat-led cities, such as Chicago, New York, and Baltimore.

“I think Chicago will be our next,” Trump told reporters. “And then we’ll help with New York.”

Governors Push Back

The president’s threats have drawn strong opposition from Democratic governors and mayors. Illinois Governor JB Pritzker said there’s no emergency in Chicago and accused Trump of “manufacturing a crisis” for political gain.

“We’ll continue to follow the law, stand up for the sovereignty of our state, and protect Illinoisans,” Pritzker wrote on X.

Chicago Mayor Brandon Johnson warned of legal action if the city faces what he described as “a military occupation.” He said the administration has not communicated any plans directly to city officials.

“We’re not going to surrender our humanity to this tyrant,” Johnson said on MSNBC. “Chicago has a long history of resisting tyranny.”

In Maryland, Governor Wes Moore responded to Trump’s suggestion that he might send troops to Baltimore by reiterating that violent crime has been steadily falling. In 2024, homicides dropped by 24%, while overall violent crime fell by nearly 8%, according to city data.

“The president is spending all his time talking about me,” Moore said on Face the Nation. “I’m spending my time talking about the people I serve.”

Civil Rights Groups Denounce Move

Prominent civil rights figures say the deployment disproportionately targets Democratic cities led by Black mayors, many with majority-minority populations. The Rev. Al Sharpton, speaking at Howard University on Sunday, said the military presence in D.C. isn’t about crime — but about racial profiling and political optics.

“Not one white mayor has been designated,” Sharpton said. “This is laced with bigotry and racism.”

He added that the situation raises questions of civil rights and D.C. statehood, and called for further scrutiny of Trump’s motivations.

Trump’s actions could open legal challenges and constitutional debates, especially as state sovereignty and federal overreach become central points of conflict. While the president does have broad emergency powers, deploying military forces without local consent is legally murky and politically volatile.

The Pentagon reportedly began planning operations in Chicago weeks ago, according to The Washington Post, and sources within the Defense Department suggest that active-duty troops could eventually be used, if National Guard deployments are insufficient.

In D.C., thousands of Guard troops and federal law enforcement officers are already present. The White House says the escalation is necessary to restore safety and public order, but critics contend it’s a politically driven show of force.
