Speaking to reporters, Bowser emphasized that her focus is on “how to make the most of the additional officer support” rather than on the political circumstances surrounding the move.

“We have the best in the business in Chief Pamela Smith to lead that effort and to make sure the men and women who are coming from federal law enforcement are being well used … all in an effort to drive down crime,” Bowser said. She stressed that “no matter how we got here,” the increased police presence should be deployed strategically.

Structure and Leadership

Under the executive order, Attorney General Pam Bondi will serve as Trump’s designated proxy for implementing the plan. Bowser noted that the city’s organizational chart, funding methods, and police oversight remain unchanged. “Our organizational chart, how we do business, how we fund the police, how we make changes — none of that has changed,” she said.

Bondi, speaking after meeting with Bowser at the Justice Department, said they agreed there is “nothing more important” than keeping residents and tourists safe from violent crime. “At President Trump’s direction, the Justice Department will work closely with D.C. city government and the Metropolitan Police Department to make Washington, D.C., safe again,” Bondi wrote on X.

Federal Coordination

Metropolitan Police Chief Pamela Smith has been working with newly appointed interim federal commissioner Terrance Cole, who also serves as Drug Enforcement Administration administrator, along with U.S. Marshals Service Director Gadyaces Serralta and FBI Director Kash Patel. Smith said she has provided Cole with a “strategic plan” detailing how resources will be deployed across the city.

She described the cooperation as “a good effort supported by both teams” and said the heightened federal presence will help in the ongoing effort to get illegal guns off DC streets. Despite the federal takeover, Smith made clear: “I answer to Mayor Muriel Bowser.”

Political Reactions and Concerns

While Bowser and Smith have expressed readiness to work with federal partners, some local leaders have voiced caution. DC Ward 2 Councilmember Brooke Pinto said deploying the National Guard and other federal forces “is not the answer” to reducing crime long term.

Pinto supports Bowser and Smith’s leadership but insists the federal intervention should not exceed the 30-day limit outlined in Trump’s executive order. “If these folks are going to be here in addition to our city, we want to make sure it is helpful to our efforts of crime fighting and not harmful,” she told CNN.

Acknowledging recent crime concerns, Pinto nonetheless described the crackdown as heavy-handed. She noted that the city had achieved a 30-year low in violent crime but stressed that safety must be consistent across all neighborhoods. “Reality and safety have to be true for everyone in DC, and we take seriously our responsibility here that we’re also the nation’s capital,” she said.
