The proposal also includes exceptions for national security, public safety, and undercover operations, where certain requirements — such as visible identification or body cameras — would not apply.

Shutdown pressure intensifies

The proposal comes as the ongoing shutdown begins to have broader impacts, particularly on travel.

Staffing shortages at the Transportation Security Administration have led to longer lines and delays at airports nationwide, adding urgency to negotiations.

Administration officials say resolving the shutdown quickly is critical to maintaining both public safety and the functioning of key services.

Democrats push back

Despite the new offer, Democratic leaders say the proposal falls short on key demands.

Chuck Schumer criticized the plan, pointing to unresolved issues such as requiring judicial warrants before federal agents enter private property and banning the use of masks by immigration officers.

“They’re not getting serious,” Schumer said, arguing that the administration has not moved enough on core civil liberties concerns.

The White House has previously described warrant requirements as a non-negotiable issue.

Administration defends its position

Officials argue that many Democratic proposals could hinder law enforcement efforts.

In the letter, the administration warned that certain restrictions would make it more difficult to address threats posed by individuals in the country illegally and could expose officers to greater risks.

Tom Homan has been tasked with leading negotiations on behalf of the administration, alongside White House legislative affairs officials.

Uncertain path forward

While Republicans have pushed for greater transparency in negotiations, hoping to show progress, the two sides remain divided on fundamental issues.

There are currently no confirmed plans for direct talks between Donald Trump and Democratic leaders, though officials say that could change.

For now, negotiations continue behind the scenes, with both sides under increasing pressure to reach a resolution as the shutdown’s effects spread across the country.
