WASHINGTON — The Trump administration has concluded that Harvard University failed to adequately protect Jewish students from harassment and antisemitism on campus, threatening to cut off all federal funding to the prestigious Ivy League school if immediate corrective actions are not taken.

A federal task force delivered a sharply worded letter to Harvard on Monday, accusing the university of violating Title VI of the Civil Rights Act of 1964, which requires schools to safeguard students from discrimination based on race or national origin. “Failure to institute adequate changes immediately will result in the loss of all federal financial resources and continue to affect Harvard’s relationship with the federal government,” officials warned in the letter.

Harvard did not immediately respond to requests for comment.

The latest findings escalate an already tense standoff between the Trump administration and Harvard, which recently lost access to more than $2.6 billion in federal research grants after rejecting federal demands for sweeping governance, hiring, and admissions reforms.

While past administrations have typically resolved civil rights violations through voluntary agreements, the Trump administration has adopted a more aggressive posture, signaling a willingness to use the threat of funding cuts as leverage.

Focus On Campus Unrest Over Israel-Hamas War

Much of the investigation zeroed in on recent campus protests sparked by the Israel-Hamas war. The report describes Harvard’s campus as being “overrun by an impermissible, multiweek encampment” that created an environment where Jewish and Israeli students felt unsafe and unable to pursue their studies without fear.

Investigators criticized Harvard’s response, noting that the university imposed inconsistent disciplinary measures and ultimately refrained from suspending any of the students involved in the encampment.

University Acknowledges Challenges

Harvard President Alan Garber has publicly acknowledged issues of antisemitism and Islamophobia on campus. In April, he unveiled new initiatives aimed at combating hate and fostering inclusivity following internal reviews that confirmed instances of bias.

“Harvard cannot — and will not — abide bigotry,” Garber wrote when releasing those reports. “We are committed to building a campus where every member of our community feels safe and respected.”

Despite those efforts, Monday’s federal letter determined that Harvard’s actions fell short, citing persistent failures to protect Jewish students and to enforce policies that would have curtailed antisemitic harassment.

Historic Stakes For Higher Education

Although civil rights investigations of universities are not uncommon, it has been decades since a presidential administration attempted to strip an institution entirely of federal funding over such findings. Historically, these cases have been resolved through negotiated agreements rather than sweeping financial penalties.

Should the administration proceed with cutting funding, Harvard could lose significant financial support, including critical research grants and federal student aid programs that help sustain its operations and academic endeavors.

The Trump administration’s willingness to follow through remains unclear. However, officials insist they are prepared to act if Harvard fails to implement the mandated reforms.
