Deep Look: Democrats Call for IRS Watchdog Review of Trump’s Pressure Campaign Against Harvard

WASHINGTONFour Senate Democrats are calling for a formal investigation into whether President Donald Trump and his administration are unlawfully pressuring the IRS to revoke Harvard University’s tax-exempt status, citing concerns about political retaliation and the potential erosion of protections for nonprofits nationwide.

Senate Minority Leader Chuck Schumer, along with Sens. Elizabeth Warren, Ed Markey, and Ron Wyden, submitted a letter Thursday morning to the Treasury Department’s acting inspector general for tax administration. The letter urges a probe into possible political interference with the IRS — particularly around Trump’s repeated public threats toward Harvard.

“It’s unconscionable that the IRS would become a weapon of the Trump Administration to extort its perceived enemies,” the senators wrote.

Their call for oversight came just hours before Trump formally announced on Truth Social that the administration would revoke Harvard’s tax exemption.

“We are going to be taking away Harvard’s Tax Exempt Status. It’s what they deserve!” Trump wrote.

While presidents have long criticized specific institutions, the IRS has historically been shielded from political influence due to laws passed in the wake of the Watergate scandal. Under those statutes, executive branch officials are prohibited from directing the IRS to initiate audits or investigations into individual entities for political reasons.

But Democrats argue Trump’s recent actions — including public comments suggesting Harvard should be taxed “as a political entity” — may cross that legal line. They believe the IRS’s reported interest in reviewing Harvard’s tax status began shortly after Trump’s comments.

The White House has denied that Trump is directly involved in the agency’s decisions. But lawmakers remain skeptical.

Broader Implications for Nonprofits

Harvard, with its vast legal and financial resources, would be able to defend itself from a lengthy IRS process if its status were formally challenged. But lawmakers warn that smaller nonprofits could be easily intimidated or dismantled under similar scrutiny — especially if partisan pressure becomes normalized.

“Church groups, hospitals, health clinics, or food banks could be next,” the senators cautioned.

Such a move, they say, would fundamentally alter the nonprofit landscape, replacing longstanding neutrality with targeted political retaliation.

Context: Trump’s Criticism of Elite Universities

Trump’s campaign against elite academic institutions has intensified during his second term. He has frequently accused universities like Harvard of fostering “radical” DEI programs, failing to adequately confront antisemitism, and promoting political activism over education.

Last month, he posted online asking whether Harvard should “lose its Tax Exempt Status and be Taxed as a Political Entity.”

The IRS’s inspector general has not commented on whether an investigation is underway.

For now, the Democrats’ request represents the first formal effort to hold the administration accountable for potential misuse of the tax system as a political weapon.
