Terrorist Plot Prevented Thanks to Moroccan Security DGST

The Moroccan General Directorate for Territorial Surveillance (DGST) timely warned the German intelligence services of a significant terrorist plot hatched by a German-Egyptian Islamist extremist. Thanks to the vigilance of the Moroccan authorities, a potential massacre in Germany was averted.

The proficiency of the Moroccan security services, renowned worldwide, was once again demonstrated. The recent alert by the DGST to the German security services about an individual named Tarik S. S. helped prevent a potential disaster. Based on this warning, the German police were able to neutralize this Islamist, who had been active online from Duisburg, where he resides. He was apprehended on October 24th in Essen, in Western Germany.

According to the information provided by the Moroccan security services to their German counterparts, this individual is a former Daesh combatant and had plans to unleash violence in Germany in the name of this terrorist organization. The suspect allegedly had various attack plans, including a truck-ramming assault in Germany, per sources close to his case.

It’s worth noting that the director-general of the DGST, Abdellatif Hammouchi, had met in Rabat last April with the director of the German Federal Office for the Protection of the Constitution (BfV), Thomas Haldenwang, accompanied by his main deputies from the intelligence agency.

The two senior officials had agreed to enhance the bilateral relations between the security services of both countries. This proactive action by the DGST affirms that Morocco always keeps its word.

Certainly, Morocco’s security services have a long history; over the years, they have played crucial roles in various aspects of national security and counterterrorism. Here are some historical points regarding the efficiency of Moroccan security services:

–       Formation of the DST: The Direction de la Surveillance du Territoire (DST) was Morocco’s primary domestic intelligence agency responsible for internal security and counterintelligence. Over the years, it played a pivotal role in detecting and countering threats to the Moroccan state.

–       Counter terrorism Efforts Post-2003: After the 2003 Casablanca bombings, Morocco enhanced its counterterrorism efforts, arresting several terrorist cells and preventing numerous potential attacks. This event marked a significant turning point in Morocco’s commitment to combatting extremist ideologies and ensuring national security.

–       Collaboration with International Agencies: Morocco’s security agencies have collaborated extensively with international counterparts, especially in Europe and the United States. These collaborations have led to shared intelligence, joint operations, and the prevention of various terrorist activities.

–       Formation of the BCIJ: 2015, Morocco established the Central Bureau of Judicial Investigations (BCIJ). This special counterterrorism unit quickly gained a reputation for its effectiveness in disrupting terrorist cells and plots. The BCIJ operates under the General Directorate for Territorial Surveillance (DGST) and has been a significant force in maintaining Morocco’s security landscape.

–       Security at the Borders: Morocco has efficiently managed its borders, especially with Algeria, to prevent smuggling, human trafficking, and the movement of potential terrorists. This management became particularly crucial in the wake of regional instability after the Arab Spring and the rise of extremist groups in the Sahel region.

–       Security During Political Changes: Morocco navigated the Arab Spring with relative stability, and its security services played a role in maintaining order during protests and ensuring that violent extremist elements did not gain a foothold.

–       Combatting Radicalization: Moroccan security services have not only focused on hard counterterrorism measures but have also been involved in deradicalization efforts. Programs aimed at moderate religious teachings and the rehabilitation of former radicals have been part of their holistic approach to security.

–       Protection of Tourists: Tourism is a significant sector of the Moroccan economy. The security services have been vigilant in ensuring that major tourist destinations remain safe, thus preserving the country’s image as a favored travel destination.

–       2017 Belliraj Network: This year marked the dismantling of a significant terrorist network led by Abdelkader Belliraj. The efficient operations by Moroccan security services prevented various potential acts of terrorism.

–       Ongoing Operations: Morocco’s security apparatus regularly reports dismantling sleeper cells and preventing terrorist plots, illustrating their proactive approach and continued vigilance in ensuring national security.
