A Southern California mayor has resigned after agreeing to plead guilty to acting as an illegal agent for the Chinese government, according to federal officials.

Eileen Wang, the mayor of Arcadia, California, faces a felony charge tied to allegations that she promoted Chinese government interests in the United States without properly notifying federal authorities as required by law.

Federal prosecutors announced Monday that Wang had reached a plea agreement and would formally plead guilty in the coming weeks.

The charge carries a maximum sentence of 10 years in federal prison.

Wang’s resignation immediately drew national attention because of growing concerns surrounding foreign influence operations within American political institutions and ethnic media organizations.

Prosecutors Say Wang Promoted Beijing Messaging

According to court documents, Wang worked with a colleague, Yaoning “Mike” Sun, on behalf of officials connected to the People’s Republic of China between late 2020 and 2022.

Federal authorities said the pair helped spread messaging favorable to Beijing through a Chinese-language news website known as U.S. News Center.

Prosecutors allege Chinese government officials directed Wang and Sun to publish articles and propaganda supporting Chinese state positions on sensitive political issues.

In one example outlined in the plea agreement, a Chinese government official sent Wang a Los Angeles Times opinion article written by the Chinese consul general in Los Angeles.

The article disputed allegations involving persecution, forced labor, and abuse of Uyghurs in China’s Xinjiang region.

“There has never been genocide in Xinjiang or forced labor in the region’s cotton fields or any other sector,” the article stated.

Federal officials said Wang reposted the article on her news website within minutes of receiving it.

The United States and multiple allied governments have previously declared China’s treatment of Uyghurs to constitute genocide and crimes against humanity.

Federal Officials Say Activities Ended Before Her Term

Wang was elected to Arcadia’s five-member city council in November 2022 and later became mayor through the council’s rotating leadership system.

City officials emphasized that the federal investigation did not involve misuse of city resources, staff, or public funds.

Arcadia City Manager Dominic Lazzaretto issued a statement clarifying the timeline of the alleged conduct.

“We want to be clear: this investigation concerns individual conduct, and the charges are for conduct that ceased after Ms. Wang was sworn into office in December 2022,” Lazzaretto said.

The statement appeared aimed at reassuring residents that municipal operations were not directly affected by the investigation.

Arcadia is located northeast of Los Angeles and has a population of roughly 53,000 residents, with a large Asian and Chinese American community.

Wang’s Attorneys Say She Accepts Responsibility

Wang’s legal team acknowledged the seriousness of the federal charge while attempting to separate her political service from the allegations.

“She apologizes and is sorry for the mistakes she has made in her personal life,” attorneys Jason Liang and Brian Sun said in a statement. “Her love and devotion for the Arcadia community have not changed and did not waver.”

The attorneys also suggested Wang had been negatively influenced by her former fiancé and political associate, Yaoning “Mike” Sun.

“At the time, Wang was engaged to Sun,” the statement explained, adding that the relationship ended in spring 2024.

The lawyers referenced “her trust and love for apparently the wrong person who ultimately led her astray.”

Co-Defendant Already Sentenced

Sun previously pleaded guilty to the same federal charge and received a four-year prison sentence last October.

He also served as treasurer for Wang’s 2022 city council campaign, according to campaign finance filings.

Federal investigators say Sun and Wang coordinated efforts to distribute pro-China content through their media platform while working with Chinese officials.

Wang was also reportedly connected to another individual previously convicted in a separate Chinese-agent case.

Court filings indicate Wang communicated with John Chen, who also pleaded guilty to acting as an illegal foreign agent for China and later received a 20-month prison sentence.

Foreign Influence Cases Draw Increasing Attention

The case adds to growing scrutiny by U.S. authorities regarding foreign influence operations tied to China.

Federal officials have increasingly warned about efforts by foreign governments to shape American public opinion, influence local politics, and cultivate relationships within diaspora communities.
